Clause 10.11 of IEEE C57.12.90-2021 tests insulation resistance with the windings immersed, short-circuited and fitted with their bushings; circuits at the same voltage above ground are connected together while groups at different voltages are tested one at a time, the direct voltage is raised in increments with a hold at each step while the current is read, the test stops at once if the current keeps rising instead of settling, the direct voltage to ground stays within the low-frequency applied-voltage level of clause 10.6, and every terminal is grounded afterward until the trapped charge has drained.
